When to go
February is the best month of the Universal year on the balance of crowds, cost, weather and what is actually running, with one week in the middle that undoes all four and should be avoided outright.
Low crowds, low prices, the most comfortable Orlando weather of the year, and Mardi Gras running at no extra charge. Avoid the Presidents' week and this is the month we would book.

Crowd and cost shapes describe multi-year patterns at both resorts rather than a forecast for any single February. Weather figures are climate normals for Orlando and for the San Fernando Valley and do not decay. Mardi Gras concert nights and line-ups are announced close to the season and the number of nights per week has moved across recent cycles, so nothing here states a schedule.

Festival
The best-value thing Universal Orlando runs, because there is no ticket: a night parade, a concert series, and a street of Cajun food booths, all included with regular admission to Universal Studios Florida. The catch is that the good parts run on select nights and the concert brings the whole of Central Florida with it.

Universal Orlando's Mardi Gras runs on regular park admission. The parade, the street party and the headline concerts are part of your ticket, and the only thing sold separately is the food and the reserved viewing packages. Nothing else Universal runs in the first half of the year delivers as much for nothing.
The concerts are the crowd driver. On a concert night, Universal Studios Florida holds people well past when they would otherwise have left, which thins the daytime queues and thickens the evening ones. If you are there for rides rather than music, a concert night is a good night to be in the park and a bad night to be in the crowd in front of the stage.
Concert line-ups and the nights they run on are announced closer to the season than most Universal content, and the schedule has moved between Saturdays-only and several nights a week across recent cycles. Check before you fix a date around a specific act.
One week in February prices and queues like July, and it catches people every year because it sits inside a month with a reputation for being quiet. It is the first national school break of the calendar, it draws heavily from the northeastern states that supply Orlando's winter visitors, and it is short enough that everyone travels on the same days.
Moving a trip one week either side of it is the single highest-leverage decision available in February. The week before and the week after are both genuinely low, and the difference in ticket tier, hotel rate and Express Pass price across that boundary is larger than any tactic you can apply inside the busy week.
If the dates are fixed and you are stuck with it, buy Express Pass, arrive before opening, and treat it as a peak-season trip in every respect. What you must not do is plan it on the assumption that February is quiet.
In Orlando, February is the month to take three or four park days rather than two, because the weather rewards being outside all day and the crowd level does not punish a slow pace. This is the one window where a full-length Islands of Adventure day is comfortable from opening to close without a midday retreat.
At Universal Hollywood, February wants a weekday and a rain contingency rather than more days. One day is the honest length for the park in any month, and the variable here is which day, not how many. A midweek visit after rain is the emptiest the park gets outside a January storm.
The water-ride problem runs the other way from summer. Orlando's soaking attractions are the ones most likely to be closed or unpleasant in February, so a family that came for them should weight the trip toward the second half of the month when averages start climbing.
